Conservation Commission
Meeting
December 16, 2004

Peg Arguimbau Chairman, Stephan Glicken, Hank Langstroth, Katherine Roth, and Stephen Cremer were the members present.

7:45 p.m., Wayne Beitler
Wayne Beitler explained to the Commission that The Kendall Foundation is proposing to transfer a portion of their property on Moose Hill Street to the Trustees of Reservations. As part of the transfer, The Trustees of Reservations proposes to donate back to The Kendall Foundation a permanent Conservation Restriction on Parcel A (396 Moose Hill Street) consisting of  approximately 162 acres.
(Mass Audubon has existing Conservation Restrictions on Parcels B & C.)
The following is a list of some of the reasons why the Conservation Restriction on Parcel A is proposed:
To promote the conservation of forests, wetlands, soils, and natural water courses.
To maintain the premises in a natural scenic and open condition so as to preserve and
enhance the natural vegetation and wildlife habitats that support the ecosystem.
To provide opportunities to the public with a variety of permitted activities, including the use of the existing structures located on the premises as administrative offices or as a facility for educational or conservation programs.
In the area of the proposed Conservation Restriction known as the Estate Core, (the area around the farm complex), would probably be utilized for providing regional offices for The Trustees for Reservations and the remaining area would be used for passive recreational activities and agriculture.
Wayne Beitler requested the Commission to approve the proposed Conservation Restriction and recommend to the Selectmen that they endorse the document.
Peg stated that she was interested in protecting the land from being subdivided in the future and asked Wayne if the statement in the document could be removed that allows for the premises to be subdivided.
Wayne Beitler said that he would discuss the Commission's concerns with The Trustees of Reservations and The Kendall Foundation and report back to the Commission.
Peg called for a motion for the Commission to sign the certification page of the proposed Conservation Restriction pending explanation as to why the statement regarding the subdivision was included in the document. The signed certification page to be released by Greg upon receipt of the revised document.
Hank Langstroth moved. Stephen Cremer seconded. Voted. Unanimous. 5-0-0.

8:15 p.m., The Commission reviewed The Massachusetts Climate Action Network Article regarding ideas for greenhouse gas-reducing municipal laws/resolutions/warrant articles, 09/03:

The Commission agreed to continue the discussion until their next meeting relating to initiatives that could be supported within the community, i.e.: zoning, subdivision and/or building permit requirements, and efficient use of transportation.

8:25 p.m., Update  - Renovation of existing stone wall revetment opposite 156 Massapoag Ave.:

Greg stated to the Commission that the renovation work has been completed on the existing stone wall revetment.
Granite blocks were used for the project.
Hay bales have been spread over the rough grade.
The Applicant is required to re-vegetate the area of the bank next Spring with native
shrubs/trees.
Greg provided the Applicant with a list of consultants for designing a replanting plan for the project.
 
8:30 p.m., Other Business:

Affordable Housing Proposal - Planning Board

Peg informed the members of the Commission of a Selectmen
Peg noted to the Commission that portions of most of those parcels have existing
Conservation Restrictions on them and some of the parcels had been donated to the Commission.

8:35 p.m., Approve Past Meeting Minutes:

Peg called for a motion to accept the November 18, 2004 Meeting Minutes as presented.
Stephen Cremer moved. Hank Langstroth seconded. Voted. 3-0-2.

Peg called for a motion to adjourn.
